Planning Your Vietnam Market Entry Budget: Five Areas to Review

Organize setup costs, operating expenses, quotes and delayed revenue before entering Vietnam.

Budget for Vietnam market entry by considering not only initial setup spending, but also operating costs until revenue becomes stable and unexpected payments. Start by separating one-off, monthly and conditional costs, and record when each payment is due and who checks it. Amounts vary by business, location and entry model, so obtain estimates for your own situation.

Start with your objective and assumptions

Will you sell locally, research the market, or work with a partner? Your objective changes the people, premises and outside help you may need. Summarize your product or service, target customers, area and intended start date on one page. Ask qualified specialists about the need for incorporation and permitted business arrangements based on your activities and applicable rules.

JETRO identifies market size and growth potential as attractions of Vietnam's investment environment, while also noting administrative procedures and rising labour costs as risks. Do not set your budget from national figures alone: seek estimates in your target area. The following practical steps are suggestions from WIREDREAM VIETNAM.

1. List one-off preparation costs

Write down potential research, travel, initial office or shop preparation, equipment, document translation and specialist consultation costs. Check what each estimate includes and what is extra. Mark uncertain items as needing confirmation.

For a local visit, consider accommodation, transport and whether interpretation is needed as well as flights. For costs without a supplier, record who will obtain an estimate and by when.

2. List recurring expenses before revenue starts

Depending on the business, include rent, staff, communications, accounting, systems, logistics and promotion. Separate fixed monthly costs from costs that vary with sales volume so the plan is easier to revise.

Revenue may not arrive in the first month of operations. Record contract and payment dates and check the funding needed before revenue is received. Do not assume a guaranteed time to stability; also consider a delayed start.

3. Check the conditions and currency of each estimate

A monthly fee may cover different numbers of people, scopes of work, taxes or third-party costs. Ask what is included and when prices may change. When Japanese yen and Vietnamese dong are both used, record the original currencies and the date and exchange-rate assumption used in the budget.

4. Model slower-than-expected sales

Alongside your planned launch, make separate columns for a delayed start and lower sales. Compare expenses and cash remaining in each scenario, then decide when and on what information to review the plan.

For example, if finding sales partners takes longer, consider whether advertising or hiring can be delayed. Instead of cutting costs indiscriminately, separate deferrable costs from those needed to maintain quality and legal compliance.

5. Record who checks what and when decisions are due

Include amount, evidence, payment date, person to consult and decision deadline in the budget. Distinguish estimates from confirmed figures and assign outstanding questions before the next meeting. Consult appropriate local specialists for legal, tax and licensing judgments.

Frequently asked questions

Can we discuss this before deciding to enter?

Yes. Start with your business outline and the questions you have. Deciding what to verify locally first can help avoid unnecessary research.

When will the exact total be known?

Estimates become more reliable as the business model, location, contract terms and required permits are clarified and quotes are obtained. Conditions can change after work starts, so update the budget regularly.
